Fines don't add up

This links to an article at NFL.com referencing the fine Collin Jenkins got for a helmet-to-helmet hit on Matt Ryan. The interesting point brought up in this article is that Jenkins was fined 15K for a accidental h-2-h when his ex-team mate was only fined 10K for throwing punches during the season kickoff game. This sort of think makes you think... Who decides the value on the fines for 'unnecessary roughness' penalties? And, why aren't they trying harder to make the system fair? How long will it be until DQ Jackson (or any other Browns player) gets fined for a clean sack like the one he was flagged for in the pre-season? And, how excessive will the price tag be the next time TJ Ward clashes with a receiver in the end zone?
