Reactions to Signing Hoyer; One Player Waived

More details came in today about quarterback Brian Hoyer, who officially signed his two-year deal. According to Adam Caplan, Hoyer's contract from the Cleveland Browns includes $250,000 in guaranteed money. Also, one player was waived.
