The Browns signed a kicker to give Phil Dawson some competition once again. Ever hear of Jeff Chandler? Several of my friends that are Browns fans never heard of him, but I remember him from his days with the 49ers. From what I have seen, Chandler is not the type of kicker who you will look at and say "he's our starter". He's the type of kicker that's "good enough" to be in the league, which means he'll probably be signed and released by several different teams in a single season. It's pretty clear that Chandler will not be challenging Dawson for the job though, as the Associated Press reminds us:

However, it'll be interesting to see whether or not Chandler was brought in to compete exclusively on kickoffs. There's been complaints about Dawson's kickoffs the past few years, but it's really not that big of an issue to me.
The Browns also have an interest in defensive end Trevor Pryce once again, as they should.

Bill Williamson, of the Denver Post, reports free agent DE Trevor Pryce (Broncos) will visit with the Cleveland Browns, possibly as early as Tuesday, March 7.

Signing Pryce would be huge for the Browns. He has had some injury problems in the past and is starting to get a little older, but it would add another veteran who will actually make an impact. Roye and Pryce on the end would still put us in need of a starting nose tackle, because Jason Fisk and Ethan Kelly aren't good enough if we want to complete our line.
