The Browns' first drive of the second half certainly was not buzz-worthy -- QB Johnny Manziel had a miscommunication with RB Terrance West on second down, and then took a sack on third down for a quick three-and-out. This explains things pretty well:

Cleveland's defense fortunately came up with a sack by OLB Paul Kruger, which helped lead to a punt. It didn't help, though, as Cleveland's offense continued to look ugly with a three-and-out that included a sack on second down. The Bengals then moved the ball at ease again as Cleveland continued to play sad, sad football. The Bengals kicked another field goal, this time from 34 yards, to take a 23-0 lead.
