According to Albert Breer of NFL.com, the Cleveland Browns are trying to poach WR Andrew Hawkins from the Cincinnati Bengals:
Andrew Hawkins' offer sheet with the Browns is worth $12.2M over 4 years, with escalators that could take it to $14.9M. Over $4M guaranteed.

Hawkins was a restricted free agent, and the Bengals tendered him to a 1-year deal worth $1.431 million. The tender includes original round draft compensation, but since Hawkins began his career as an undrafted free agent, the Bengals would receive no compensation if he signs the offer sheet and Cincinnati decides not to match. The Bengals have five days to match the offer.
Hawkins had a good year in 2012, recording 51 catches for 533 yards and 4 touchdowns. At 5-7, 180 lbs, he is a very shifty receiver -- so much that when he returned from injury in 2013 against the Browns, I was scared to death that he would be an "X-factor" against us. It'll be interesting to see whether the Bengals match the Browns' offer.
It sounds like the Browns are making an offer that the Bengals would not want to match:
Browns offer to Andrew Hawkins includes guarantee that's >3 times Bengals' tender of $1.45M. Bengals source tells me unlikely CIN matches
