According to Dustin Fox of 92.3 the Fan, the Cleveland Browns are signing WR Brian Hartline:

Even though the Browns passed on the opportunity to sign local receiver Ted Ginn Jr (headed to the Carolina Panthers), they pursued Hartline with much greater interest. Hartline is another local kid, having grown up in Canton, Ohio and played for the Ohio State Buckeyes.
Hartline (6-2, 200 lbs) was a fourth-round pick by the Miami Dolphins in 2009. He proved he could be a No. 1 receiver with back-to-back 1,000+ yard seasons from 2012-2013. His production wavered this past season, as he only caught 39 passes for 474 yards and 2 touchdowns. That was more of a byproduct of Miami's offense, rather than any diminishing skills when it comes to Hartline. He has stayed healthy in his career, not having missed a single game over the past four seasons.
According to Rosenhaus, it's a two-year, $6 million deal for Hartline with the Browns.
