What do the Browns Need to Have Happen to Get the No. 1 NFL Draft Pick?

UPDATE (4:25 PM): The Titans and Browns both lost, so the second scenario described below is the one that came true: Tennessee remains with the 1st overall pick, and Cleveland is locked in to the 2nd overall pick.

Heading into Week 17, the Cleveland Browns hold the No. 2 overall pick in the draft, while the Tennessee Titans hold the No. 1 overall pick. Both teams have 3-12 records, but the Titans have a significant edge in the strength of schedule tiebreaker.

The Titans take on the Colts this week, but Indianapolis is starting QB Josh Freeman off the street due to their top three quarterbacks being injured. Could that be enough for the Titans to win and blow their draft status? What do the Cleveland Browns need to have happen in order to capture the No. 1 seed? Here are all the scenarios:

TITANS WIN, BROWNS LOSE

1. Cleveland Browns
2. Tennessee Titans

This is the only scenario that will give the Browns the No. 1 overall pick.

TITANS LOSE, BROWNS LOSE

1. Tennessee Titans
2. Cleveland Browns

If both teams lose, the draft order will remain the same, since Tennessee and Cleveland are the only 3-win teams in the NFL.

BROWNS WIN (TITANS OUTCOME DOES NOT MATTER)

1. Tennessee Titans
2-4. Cleveland Browns

If the Browns win, it doesn't matter what the Titans do -- they will be locked in at No. 1, while the Browns could be No. 2, No. 3, No. 4, or No. 4, depending on what the Chargers and Cowboys do in Week 17.
